This role upholds safe work environments through collaboration with HR colleagues in support of positive employee relations objectives, as well as in-depth and confidential review of critical allegations. As Employee Relations Partner you will lead the full lifecycle of workplace reviews, and act as a trusted advisor to guide and equip People and Culture colleagues in timely and consistent resolution of workplace issues. Using your HR knowledge and experience, you will recommend sound corrective actions and opportunities for improvement on complex behavioral issues. An understanding of laws, regulations, concepts and standard methodologies, ability to establish trust, credibility, best judgment, and cultural proficiency is essential for success in this exciting role. Are you passionate about playing a key role in furthering a critical humanitarian mission of the IRC to ensure that IRC workers and beneficiaries are protected from misconduct and forms of exploitation and abuse in complex and high-risk operating environments? Major Responsibilities:

  •  Conduct reviews of complex Employee Relations (ER) issues in a fast-paced environment, including intake meetings, background research, interviews, and de-brief meetings with various partners.
  •  Provide direction and partner with Country Program leadership and HR colleagues on a range of workplace matters.
  •  Prepare case overview summaries, findings, recommendations, and final reports, written clearly and concisely, both orally and in writing, with compelling presentation of facts, analysis, and conclusions to IRC Leadership.
  •  Demonstrate understanding of laws, regulations, concepts, and practices applicable to workplace reviews and assessments and all aspects of employment, and provide consultation and advice to a variety of partners, as needed.
  •  Establish trustful and supportive professional relationships, engaging with diverse partners in the US and global context. Discern systemic issues revealed during the investigative process.
  •  Develop and deliver trainings designed to proactively address employee relations issues, promote standard methodology and improve compliance.
  •  Build capacity of HR colleagues in the management of employee relations reviews and assessments. Develop and lead interactive training in virtual and in-person settings.
  •  Passion for IRC's humanitarian mission! Job Requirements: Work Experience:
  •  6-8 years related experience in Human Resources, Employee Relations or as a Workplace Investigator, preferably in an in-house environment, including experience conducting employee relations reviews and providing guidance on complex and sometimes urgent employee relations issues.
  •  Experience with management of highly critical information, and ability to maintain confidentiality, including legal and financial information.
  •  Proven track record of interacting respectfully with people from diverse backgrounds and cultures, and communicating effectively across multiple levels in a sophisticated global organization. Demonstrated Skills and Competencies:

An injury concern for Kalidou Koulibaly saw him come off early in the second half before Ben Chilwell was sent off for a last-man foul on Rodrygo. Marco Asensio then doubled the La Liga side's tally with an effort from range, meaning Chelsea need a huge turnaround at the Bridge.

Kalidou Koulibaly  started in a back three for Chelsea against Real and after a lung-busting run to track back and deny Rodrygo a chance, the defender pulled up. It came as a huge concern for the Blues as the Senegal international continued for a few moments, only to go down to ground again.

Lampard didn't comment on his injury after the game is it remains to be seen exactly what the issue is and how long the centre-back is likely to be out for.

Meanwhile in Russia: Self-learning Robot (Promobot) Escapes for 45 Minutes

In the recent frenzy of questionable robotic motives, a Russian self-learning robot escaped a training compound before engineers were able to bring it back home.
Artificially intelligent (AI) robots have demonstrated some incredibly peculiar traits between Microsoft’s AI bot turning into a racist-human-hating robot in 24 hours and DARPA announcing their plan for a 132-foot “stalker” warship to hunt the seas for enemies. Whatever the case may be, the age of robotic automation has begun.
Similar to the outpour in AI robots, the Promobot has made recent news after escaping a training ground. On Tuesday, June 14, Engineers at the Promobot headquarters were carrying out tests where the robot was “taught” how to navigate around objects on the premise to better optimize and coordinate the robot’s AI system. Following the tests, a robotic engineer left the testing grounds and forgot to close the gates behind him. The robot, who had not turned off quietly followed the engineer outside the text field, driving over fifty meters, and then entered a roadway where its unplanned excursion came to an end due to dead batteries. It was then discovered over 40 minutes later that the robot was missing, and engineers soon after discovered the robot in the middle of the road, holding up traffic.
The robot caused a traffic jam of pedestrians and cars, but not necessarily because of its positioning. As people passed by, they took to their phones to record the ordeal as children stopped to try and play with the robot.
As a result of the excursion and the engineer forgetting about the gates, reprimands were made by the police and the testing facility was forced to relocate. However, engineers are taking the experience in a positive light as the robot did not crash into any people or cars, and did not cause any damage, making them feel quite accomplished.
The robot is still undergoing tests as a marketing robot to provide all kinds of services to customers, as well as advertising. More information can be found at the Promobot website. While some say the incident was caused by the robots intentions to escape the “robot prison”, others believe the ordeal was set up as a publicity stunt.

Lenovo Unveils Flexible New Phone That Can Be Worn Like a Watch

Late last week, tech enthusiasts were wired into the events taking place at the Lenovo Tech World in San Francisco.
It was at this event, now in its second year, that a wave of new products were unveiled to the world. Two in particular seemed to steal the show. The first was Lenovo’s CPlus, a phone that can bend to fit around one’s wrist much like a watch. The multinational firm was not forthcoming with information behind its concept device, which features a 4.2-inch screen and runs on Android. In fact, the company didn’t even explain its name. “Don’t ask me why it’s called that,” Lenovo’s CTO, Peter Hortensius, said at a press briefing. It’s since been revealed that the segmented portion behind the screen gives the phone the ability to curve around a wrist.
Lenovo also revealed a flexible tablet at the event. The 8-inch tablet can be folded in half into a 4-inch phone, making the device multipurpose as well as small enough to fit into a pocket or purse. As with the CPlus phone, the company gave little information regarding the tablet’s development, but says it expects both products to be consumer-ready in the next five to 10 years.

Bluetooth 5 will be announced next week with four times the speed and double the range

The next version of the Bluetooth standard is called Bluetooth 5, and will be formally announced next week, Bluetooth Special Interest Group executive director Mark Powell has revealed. Bluetooth 5 is expected to be a significant upgrade over the current version of the wireless standard, offering double the speed and four times the range of current low-energy Bluetooth transmissions, but the Bluetooth SIG says it will also offer much more support for connectionless services — things like beacons that can help people navigate inside buildings or out in the open.

The roadmap for the next version of Bluetooth was sketched out last year, but the SIG — which has tech giants like Apple, Intel, and Microsoft as backers — will officially lift the lid on Bluetooth 5 on June 16th in London. The group explains that it chose the name to simplify its marketing and make the wireless standard easier to understand for users. That change should be beneficial as our homes get smarter and more connected, with many Internet of Things devices relying on Bluetooth to connect to your control devices, and each other.

There are many people using Facebook, Messenger and Instagram on Windows, so today we’re excited to rollout Windows 10 Apps for Facebook and Messenger on desktop and Instagram on mobile. These new apps will load quickly and easily within Windows and have the most up-to-date features.

Facebook for Windows 10
We built the new Windows 10 Facebook app so it’s fast and easy to access your favorite features. Facebook is one click away from the Start Menu, and the app starts and loads your News Feed much faster than previous Facebook desktop applications. You can stay up-to-date with Facebook through desktop notifications, and you can pin a new Facebook Live Tile which shows you the latest updates from your friends, family and Pages you follow. It’s also easy to share photos to Facebook straight from your favorite apps or File Explorer.

We included the latest Facebook features in the new app, including Reactions, stickers in comments, and a right-hand column that shows birthday & event reminders, trending topics and more. We built an in-app browser to make it easier for people to read and share multiple articles from their News Feed.



Messenger for Windows 10

Russian Ships Near Data Cables Are Too Close for U.S. Comfort

WASHINGTON — Russian submarines and spy ships are aggressively operating near the vital undersea cables that carry almost all global Internet communications, raising concerns among some American military and intelligence officials that the Russians might be planning to attack those lines in times of tension or conflict.

The issue goes beyond old worries during the Cold War that the Russians would tap into the cables — a task American intelligence agencies also mastered decades ago. The alarm today is deeper: The ultimate Russian hack on the United States could involve severing the fiber-optic cables at some of their hardest-to-access locations to halt the instant communications on which the West’s governments, economies and citizens have grown dependent.

While there is no evidence yet of any cable cutting, the concern is part of a growing wariness among senior American and allied military and intelligence officials over the accelerated activity by Russian armed forces around the globe. At the same time, the internal debate in Washington illustrates how the United States is increasingly viewing every Russian move through a lens of deep distrust, reminiscent of relations during the Cold War.

Inside the Pentagon and the nation’s spy agencies, the assessments of Russia’s growing naval activities are highly classified and not publicly discussed in detail. American officials are secretive about what they are doing both to monitor the activity and to find ways to recover quickly if cables are cut. But more than a dozen officials confirmed in broad terms that it had become the source of significant attention in the Pentagon.

“I’m worried every day about what the Russians may be doing,” said Rear Adm. Frederick J. Roegge, commander of the Navy’s submarine fleet in the Pacific, who would not answer questions about possible Russian plans for cutting the undersea cables.

Cmdr. William Marks, a Navy spokesman in Washington, said: “It would be a concern to hear any country was tampering with communication cables; however, due to the classified nature of submarine operations, we do not discuss specifics.”

In private, however, commanders and intelligence officials are far more direct. They report that from the North Sea to Northeast Asia and even in waters closer to American shores, they are monitoring significantly increased Russian activity along the known routes of the cables, which carry the lifeblood of global electronic communications and commerce.

Just last month, the Russian spy ship Yantar, equipped with two self-propelled deep-sea submersible craft, cruised slowly off the East Coast of the United States on its way to Cuba — where one major cable lands near the American naval station at Guantánamo Bay. It was monitored constantly by American spy satellites, ships and planes. Navy officials said the Yantar and the submersible vehicles it can drop off its decks have the capability to cut cables miles down in the sea.

“The level of activity,” a senior European diplomat said, “is comparable to what we saw in the Cold War.”

One NATO ally, Norway, is so concerned that it has asked its neighbors for aid in tracking Russian submarines.

Adm. James Stavridis, formerly NATO’s top military commander and now dean of the Fletcher School of Law and Diplomacy, said in an email last week that “this is yet another example of a highly assertive and aggressive regime seemingly reaching backwards for the tools of the Cold War, albeit with a high degree of technical improvement.”

The operations are consistent with Russia’s expanding military operations into places like Crimea, eastern Ukraine and Syria, where President Vladimir V. Putin has sought to demonstrate a much longer reach for Russian ground, air and naval forces.

“The risk here is that any country could cause damage to the system and do it in a way that is completely covert, without having a warship with a cable-cutting equipment right in the area,” said Michael Sechrist, a former project manager for a Harvard-M.I.T. research project funded in part by the Defense Department.

“Cables get cut all the time — by anchors that are dragged, by natural disasters,” said Mr. Sechrist, who published a study in 2012 of the vulnerabilities of the undersea cable network. But most of those cuts take place within a few miles from shore, and can be repaired in a matter of days.

What worries Pentagon planners most is that the Russians appear to be looking for vulnerabilities at much greater depths, where the cables are hard to monitor and breaks are hard to find and repair.

Mr. Sechrist noted that the locations of the cables are hardly secret. “Undersea cables tend to follow the similar path since they were laid in the 1860s,” he said, because the operators of the cables want to put them in familiar environments under longstanding agreements.

The exceptions are special cables, with secret locations, that have been commissioned by the United States for military operations; they do not show up on widely available maps, and it is possible the Russians are hunting for those, officials said.

The role of the cables is more important than ever before. They carry global business worth more than $10 trillion a day, including from financial institutions that settle transactions on them every second. Any significant disruption would cut the flow of capital. The cables also carry more than 95 percent of daily communications.

So important are undersea cables that the Department of Homeland Security lists their landing areas — mostly around New York, Miami and Los Angeles — at the top of its list of “critical infrastructure.”

Attention to underwater cables is not new. In October 1971, the American submarine Halibut entered the Sea of Okhotsk north of Japan, found a telecommunications cable used by Soviet nuclear forces, and succeeded in tapping its secrets. The mission, code-named Ivy Bells, was so secret that a vast majority of the submarine’s sailors had no idea what they had accomplished. The success led to a concealed world of cable tapping.

And a decade ago, the United States Navy launched the submarine Jimmy Carter, which intelligence analysts say is able to tap undersea cables and eavesdrop on communications flowing through them.

Submarines are not the only vessels that are snooping on the undersea cables. American officials closely monitor the Yantar, which Russian officials insist is an oceanographic ship with no ties to espionage.

“The Yantar is equipped with a unique onboard scientific research complex which enables it to collect data on the ocean environment, both in motion and on hold. There are no similar complexes anywhere,” said Alexei Burilichev, the head of the deepwater research department at the Russian Defense Ministry, according to sputniknews.com in May 2015.

American concern over cable cutting is just one aspect of Russia’s modernizing Navy that has drawn new scrutiny.

Adm. Mark Ferguson, commander of American naval forces in Europe,speaking in Washington this month said that the proficiency and operational tempo of the Russian submarine force was increasing.

Citing public remarks by the Russian Navy chief, Adm. Viktor Chirkov, Admiral Ferguson said the intensity of Russian submarine patrols had risen by almost 50 percent over the last year. Russia has increased its operating tempo to levels not seen in over a decade. Russian Arctic bases and their $2.4 billion investment in the Black Sea Fleet expansion by 2020 demonstrate their commitment to develop their military infrastructure on the flanks, he said.

Russia is also building an undersea unmanned drone capable of carrying a small, tactical nuclear weapon to use against harbors or coastal areas, American military and intelligence analysts said.  

Admiral Ferguson said that as part of Russia’s emerging doctrine of so-called hybrid warfare, it is increasingly using a mix of conventional force, Special Operations mission and new weapons in the 21st-century battlefield.

“This involves the use of space, cyber, information warfare and hybrid warfare designed to cripple the decision-making cycle of the alliance,” Admiral Ferguson said, referring to NATO. “At sea, their focus is disrupting decision cycles.”

1. Hali ya vitisho vya jeshi la polisi na kamata kamata iliyoanza jana usiku hadi leo asubuhi. Wawaache wananchi watumie haki yao ya kikatiba kumchagua kiongozi wanayemtaka.

Vifaa vya kupigia kura kuchelewa kufika vituoni ambapo baadhi ya vituo kama Kimara Temboni Dar es salaam, msimamizi amefungua kituo saa mbili kisha akasema karatasi za mgombea urais zimekwisha. Tumewataka wananchi katika maeneo kama hayo kutokuondoka vituoni, wakae kwa utulivu wahakikishe wanapiga kura.

Tumewataka NEC ambao wanapigiwa simu lakini hawapokei kutoa msaada wa haraka, wahakikishe suala hilo linatatuliwa haraka. Uchaguzi huu haukuwa ajali au suala la kushtukiza. 

3. Idadi ya wapiga kura kwenye kituo kimoja kuwa kubwa tofauti na matakwa ya kisheria, kuna vituo tumebaini vinawapiga kura zaidi ya 800. Hairuhusiwi. Wapiga kura hawapaswi kuzidi 450 kwa kila kituo.
